{"id":45230,"date":"2025-01-22T11:51:51","date_gmt":"2025-01-22T16:51:51","guid":{"rendered":"https:\/\/jid.org\/?p=45230"},"modified":"2025-01-22T12:18:16","modified_gmt":"2025-01-22T17:18:16","slug":"los-ejercicios-de-gestion-de-crisis-ciberneticas-se-destacan-en-2024-y-proyectan-nuevos-avances-en-2025","status":"publish","type":"post","link":"https:\/\/jid.org\/en\/los-ejercicios-de-gestion-de-crisis-ciberneticas-se-destacan-en-2024-y-proyectan-nuevos-avances-en-2025\/","title":{"rendered":"Cyber crisis management exercises take center stage in 2024, projecting further advances in 2025"},"content":{"rendered":"<p>In order to contribute to the promotion and strengthening of trust and security in the American continent, its most noble mission, the Inter-American Defense Board (IADB), together with the Inter-American Committee against Terrorism of the Organization of American States (CICTE\/OAS), planned and executed two important Cyber Crisis Management Exercises in 2024, carried out in Mexico and Guatemala.<\/p>\n\n\n\n<p>With the objective of preparing and integrating the various Strategic Sectors of the country in this increasingly relevant and sensitive issue, the exercises were based on Constructive Simulation, tabletop format, with simulated cybernetic problems.<\/p>\n\n\n\n<p><strong>Mexico<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"800\" height=\"398\" src=\"https:\/\/jid.org\/wp-content\/uploads\/2025\/01\/Exercicio-Cibernetica-foto-2.jpg\" alt=\"\" class=\"wp-image-45232\" srcset=\"https:\/\/jid.org\/wp-content\/uploads\/2025\/01\/Exercicio-Cibernetica-foto-2.jpg 800w, https:\/\/jid.org\/wp-content\/uploads\/2025\/01\/Exercicio-Cibernetica-foto-2-300x149.jpg 300w, https:\/\/jid.org\/wp-content\/uploads\/2025\/01\/Exercicio-Cibernetica-foto-2-768x382.jpg 768w, https:\/\/jid.org\/wp-content\/uploads\/2025\/01\/Exercicio-Cibernetica-foto-2-18x9.jpg 18w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/figure>\n\n\n\n<p>In Mexico City, the exercise was held at the facilities of the Ministry of Foreign Affairs and was attended by 50 participants representing various strategic sectors of the country, such as Defense, Energy, Finance, Government and Telecommunications, with profiles ranging from technicians to managers. The exercise was led by three members of the IADB and one member of CICTE\/OAS.<\/p>\n\n\n\n<p><strong>Guatemala<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"800\" height=\"445\" src=\"https:\/\/jid.org\/wp-content\/uploads\/2025\/01\/Exercicio-Cibernetica-foto-3.jpg\" alt=\"\" class=\"wp-image-45233\" srcset=\"https:\/\/jid.org\/wp-content\/uploads\/2025\/01\/Exercicio-Cibernetica-foto-3.jpg 800w, https:\/\/jid.org\/wp-content\/uploads\/2025\/01\/Exercicio-Cibernetica-foto-3-300x167.jpg 300w, https:\/\/jid.org\/wp-content\/uploads\/2025\/01\/Exercicio-Cibernetica-foto-3-768x427.jpg 768w, https:\/\/jid.org\/wp-content\/uploads\/2025\/01\/Exercicio-Cibernetica-foto-3-18x10.jpg 18w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/figure>\n\n\n\n<p>In Guatemala City, the exercise was held at the Guatemalan Army&#039;s School of Human Rights and International Humanitarian Law, with the participation of 33 members of the country&#039;s Defense and Public Security sectors. The exercise was led by three members of the IADB and had the support of the Army&#039;s Cyber Defense Battalion and Communications Brigade.<\/p>\n\n\n\n<p><strong>Tabletop simulation exercises<\/strong><\/p>\n\n\n\n<p>The exercises were launched using three scenarios, always designed based on the reality of each host country, simulating cyber threats that posed challenges to participants. Artificial intelligence tools were used to generate coherent events, with an additional level of difficulty in each scenario.<\/p>\n\n\n\n<p>Among the main lessons learned during the exercises is the need for constant interaction between participants from the different sectors involved in dealing with cyber crises, using their own communication protocols and establishing legal regulations to support the actions undertaken. Senior managers and advisors gained deeper institutional knowledge and learned about opportunities to improve crisis management.<\/p>\n\n\n\n<p>The exercises held in Mexico and Guatemala demonstrated the potential of the Inter-American Defense Board&#039;s Cyber Defense Program, which offers, in addition to exercises such as those detailed above, training and conferences dedicated to strengthening the cyber resilience of the countries of the Americas. The program emphasizes the importance of continued preparation and collaboration within the Board&#039;s member states, so that they can act in an increasingly secure manner in the face of an increasingly hostile cyber environment.<\/p>\n\n\n\n<p>According to Major-Brigadeiro do Ar Fl\u00e1vio Luiz de Oliveira Pinto, Director General of the Secretariat of the Inter-American Defense Board, contributions such as this one further reinforce the role of the IADB as a reference institution for its member states. \u201cCyber weapons evolve much faster than the defenses capable of countering them. These characteristics make cyberspace an environment in which cooperation \u2013 not only between the different critical sectors of a state and the entities that operate them (government, business, and academia), but also between sovereign states \u2013 is essential to promote mutual security and trust.
