Conference on the Changing Role of the Armed Forces

On January 31, 2018, the Conference “The Changing Role of the Armed Forces: Between Defense and Multidimensional Security, its Legal Implications” was held at the “Casa del Soldado” of the Inter-American Defense Board, in Washington, D.C.

The purpose of the Conference was to learn about the scope and legal concepts that arise regarding the roles of the Armed Forces and their applicability in Defense or Multidimensional Security tasks; the above, to fulfill the IADB's Statutory function of technical, consultative and educational advice on issues related to military and defense matters.

The moderator of the conference was Rear Admiral (Ret.) MANUEL LORA (Peru), Adjunct Professor at the Inter-American Defense College. The following participated as speakers:

1. Professor GUILLERMO A. PACHECO-GAITAN, Security and Defense Consultant and former Professor at the William J. Perry Center for Hemispheric Defense Studies, with the Presentation “Evolution in the Participation of the Armed Forces in Security: A View of the Multidimensional”.

2. Mr. ADAM ISACSON Senior Associate in the Washington Office on Latin America, with the presentation “The Growing Participation of the Armed Forces in Internal Security Tasks and the Weakening of the Security Sector.”

3. Brigadier General DEM MARIO ALBERTO MARTÍNEZ VERDUZCO Deputy Director of the Heroic Military College of Mexico, with the exhibition “The Mexican Armed Forces in the Field of Multidimensional Security.”

4. Dr. JUAN BELIKOW, with the presentation “Revolution in Security Matters – Redefining the Roles of Men at Arms.”

5. Major General JUAN GUILLERMO GARCÍA SERNA, Head of the Military Mission of Colombia to the OAS and Delegate to the IADB, with the exhibition “Multidimensional Security in Colombia – Legal Aspects”.

6. Mrs. MARÍA CLAUDIA PULIDO, Deputy Executive Secretary for Monitoring, Promotion and Technical Cooperation in Human Rights (IACHR-OAS), with the dissertation “Citizen Security and Violence. “A Perspective from the International Obligations Contracted by States in the Matter of Human Rights.”
