The IADB will carry out a validation exercise of the design of the Disaster Cooperation Mechanism (MECODE)

The General Secretariat of the Inter-American Defense Board (IADB), in coordination with the Pro Tempore Secretariat of the Conference of Ministers of Defense of the Americas (CMDA), carries out the planning and execution of the Simulated Exercise for Validation of the Design of the Mechanism of Cooperation in Disasters (MECODE).

The purpose of this event is to comply with the provisions of the Santiago Declaration, of December 2, 2020, as a result of the Conference of Ministers held in Chile that same year, which includes the creation of the MECODE and ratifies the IADB as Permanent secretary responsible for the mechanism before the CMDA. As provided for in the report proposed by the Ad Hoc Working Group “Cooperation in Humanitarian Assistance and Disaster Relief (HA/DR)” of the conference in question.

The objective is to “support the Disaster Cooperation Mechanism of the member countries. As proposed at the Conference of Defense Ministers of the Americas (MECODE / CMDA), with the purpose of providing updated and reliable information on the disaster response capabilities existing in the region and ensuring that the information is accessible in the database of the OAS Inter-American Disaster Mitigation Network, for the benefit of all Member States, organizations and communities…” provided for in the Santiago Declaration. 

In this sense, the IADB will carry out a simulated exercise in the first two months of 2022 (MECODE – MECODEX Exercise), with the participation of the member countries of the CMDA, as well as the regional, subregional and existing systems of cooperation before disasters, in order to develop and test the processes, identify possible obstacles and propose recommendations for the permanent validation of the MECODE.
