On November 27, Peruvian Air Force Colonel Luis Antonio Tolmos Valdivia made a presentation to the “Rafael Reyes Prieto” Higher War School of Colombia on Confidence and Security Building Measures (CBM) in the inter-American system.
The presentation highlighted the activities carried out by the Inter-American Defense Board through its lines of action, promoting hemispheric security and cooperation, highlighting among them the CSBMs.
It was also highlighted that the MFCS focus on the transparency, cooperation and mutual respect between Member States and that these measures include the limitation of conventional weapons, the peaceful settlement of disputes and the respect for the sovereignty of States.

On the other hand, it was indicated that the Organization of American States (OAS) and the Inter-American Defense Board (IADB) play a crucial role in the promotion of these measures, through various actions such as the new technological tool for the control and monitoring of the measures and that they contribute significantly to:
- Conflict Prevention: CSBMs help reduce tensions and prevent conflict by promoting transparency and open communication between countries.
- Strengthening Cooperation: They promote cooperation and collaboration between the armed forces and other international organizations, which is vital in emergency situations or natural disasters.
- Regional Stability: They contribute to regional stability and security by ensuring that countries work together rather than compete or confront each other.
- Building TrustThey help build mutual trust between countries, which is essential for long-term peace and security.
- Capacity Building: They allow the exchange of knowledge and experiences, improving the military and defense capabilities of member countries.
- Respect for Human Rights: It is essential that CSBMs operate under clear legal and humanitarian frameworks to avoid human rights abuses and violations.
In short, confidence- and security-building measures are crucial to promoting peace, cooperation and stability in the inter-American system.
