Execution of the MECODEX-GUYANA 2025 Technical Simulation Activity

The Inter-American Defense Board (IADB), as a technical and advisory body of the Organization of American States (OAS), will develop May 19-23, 2025, in Georgetown, Cooperative Republic of Guyana, a Technical Simulation Activity called “MECODEX 2025”.

This Technical Simulation Activity is an annual activity planned by the JID within the framework of the Disaster Cooperation Mechanism (MECODE) is under development, created by mandate of the OAS and at the request of the Conference of Defense Ministers of the Americas (CMDA), which seeks to optimize the response and management of international resources in situations of natural or man-made disasters, supporting the efforts of a country affected by the occurrence of a natural or man-made disaster, with the purpose of strengthening preparation, coordination and joint response to large-scale natural disasters in the hemisphere.

MECODEX 2025 will bring together delegations from the IADB member countries, as well as international organizations, humanitarian agencies, and cooperation networks in disaster risk management. This year, the simulation will focus on the occurrence of severe flooding in Guyanese territory, a venue chosen by vote of the Council of Delegates of the Inter-American Defense Board in 2024, with the aim of evaluating and optimizing the regional response capacity to a large-scale emergency.

For five days, participants will test operating procedures and technological tools such as the Disaster Cooperation System (SICODE), developed by the Brazilian Army's Military Engineering Institute, and will promote interoperability between national and international humanitarian assistance systems.

MECODEX 2025 represents a strategic opportunity to consolidate a culture of hemispheric cooperation, institutional resilience and solidarity in the face of emergencies, in addition to laying the foundations for planning the MECODEX 2026, which will take place in Brazil.

The IADB reaffirms its commitment to hemispheric security and confidence and thanks the Guyanese authorities, the participating delegations, and the cooperation agencies for their determined support in the development of this important initiative.
