During the week of June 12 to 16, the III Regional Disaster Response and Humanitarian Assistance Drill was held in Panama City, organized by the Coordination Center for Disaster Prevention in Central America and the Dominican Republic ( CEPREDENAC). The IADB participated as part of the international group of observers and evaluators of the exercise.
Rescue, search and rescue drills were observed in collapsed structures after an earthquake and flood, stabilization after a blackout caused by a cyber attack, as well as humanitarian aid processes from the countries of origin to arrival in Panama and execution itself, through all civil-military cooperation procedures (CIMIC), chancellery, customs, immigration and integration with the local civil protection system.
Parallel to the observation of the drill, the IADB supported CEPREDENAC through the evaluation of the Regional Humanitarian Assistance Mechanism (MEC-REG). In this way, among other aspects, the International Appeal for Humanitarian Assistance was evaluated; the press conference; the activation of humanitarian actors and countries in the region and their offers; the coordination of the transit and arrival of humanitarian assistance at each of the borders, customs, ports and airports; the availability of necessary facilities; and, finally, the coordination of operations routes, demobilization and the return of the entire support structure received to their countries of origin.
