JID elects new Vice President of the Council of Delegates and Vice-Director of the CID

Meeting 1421 of the Council of Delegates of the Inter-American Defense Board (IADB), held on May 19, 2020, introduced the history of this institution as the first meeting of the Council of Delegates held by videoconference. This historic event was possible due to the high professional level of the military personnel who work in this important international organization, which contributes to the continued success of the IADB with its noble mission.

In addition, the new Vice President of the Council of Delegates and the Vice-Director of the Inter-American Defense College (CID) were also elected, respectively, Brigadier General (Ecuador) José Alfonso Gallardo Carmona and he Brigadeiro do Ar (Brazil) Leonardo Chaves Rodrigues.

Therefore, the future Vice President of the Council of Delegates of the IADB will exercise his mandate from December 1, 2020 to November 30, 2021, and may be re-elected for another year; and the elected Vice Director of the CID will carry out his mission from December 1, 2020 to November 30, 2022.

He Brigadier General José Alfonso Gallardo Carmona He is the current President of the Military Legislation Commission of the Ministry of National Defense of Ecuador. He was appointed Second Lieutenant of the Infantry weapon in 1985, he is part of the Special Forces System. In his military career, he was an instructor at military institutes in Ecuador and abroad, among which the “Eloy Alfaro” Higher Military School and the Hemispheric Security Institute (WHINSEC) stand out.

He performed relevant functions as a military field advisor to the President of the National Electoral Council and Military Observer of the Ecuador-Peru Military Observer Mission (MOMEP). He took special courses in Ecuador, Argentina, Colombia and the United States.

He was Defense Attaché and Military Advisor to the Permanent Mission of Ecuador to the United Nations in New York, United States.

He has a Bachelor's Degree in Military Sciences, Commercial Engineer, Master in Planning and Strategic Management.

In addition, he was the representative of Ecuador in different seminars and exercises in Canada, France, Chile and the United States.

He Brigadeiro do Ar Leonardo Chaves Rodrigues He is a native of Rio de Janeiro – Brazil and currently commands ALA 9 of the Brazilian Air Force. He was appointed Second Lieutenant in 1992. In his military career, among other activities, he was Commander of the 6th Air Transport Squadron, Deputy Chief of the Planning Division of the General Staff Command, Vice President of the Airports Commission of the Amazon Region, Head of the Heritage and Environment Section of the 4th Deputy Chief of Staff of the Air Force and Chief of Staff of ALA 1 of the Brazilian Air Force.

He has over 4,000 flight hours, flying several types of aircraft in his career. In addition, he has a Master's Degree in National Development and Defense, which was completed at the Center for Higher National Studies - CAEN in Lima-Peru; and MBA in Strategic People Management, completed at the Fundação Getúlio Vargas in Brasilia-Brazil.
