THE IADB ELECTS THE FUTURE PRESIDENT OF THE COUNCIL OF DELEGATES AND DIRECTOR GENERAL OF THE SECRETARIAT

On October 25, the Delegates of the Member States of the Inter-American Defense Board (IADB) voted to elect the next President and Vice President of the Council of Delegates and the future Director General of the IADB Secretariat.

Thus, the following were chosen:

Brigadier General Marco Antonio Álvarez Reyes, of the Mexican Army, for the position of President of the Council of Delegates, from July 1, 2023 to June 30, 2024.

Lieutenant General Flávio Luiz de Oliveira Pinto, of the Brazilian Air Force, for the position of General Director of the IADB Secretariat, from July 1, 2023 to June 30, 2025.

– Brigadier General Néstor Zalazar Echauri, of the Paraguayan Air Force, for the position of Vice President of the Council of Delegates, from December 1, 2022 to December 1, 2023.

General of the Aviator Pilot Group Abel Martínez García, of the Mexican Air Force, for the position of Chief of Studies of the Inter-American Defense College, from July 1, 2023 to June 30, 2025.

Infantry Colonel Fabio Gomes Barbosa, of the Brazilian Army, for the position of Director of the Secretariat of Administrative Services and Conferences, from July 1, 2023 to June 30, 2025.

He Brigadier General Marco Antonio Álvarez Reyes He was born on July 16, 1962 in San Luis Potosí. He graduated as Second Lieutenant of Cavalry of the Mexican Army on September 1, 1983. To date he has 43 years of service. He completed a Master's Degree in Military Administration for National Security and National Defense, at the National Defense College. Higher Course on Defense and Hemispheric Security at the master's level, at the Inter-American Defense College, Washington, DC, United States of America. Defense Planning and Force Transformation Course at the Center for Hemispheric Defense Studies of the National Defense University of the United States of America. Deputy Military and Air Defense Attaché at the Mexican Embassy in the United States of America; Likewise, he was Delegate of the Mexican Army before the Inter-American Defense Board. Commander of the First Military Zone in Mexico City. He has received the Distinguished Service Decoration twice.

Lieutenant General Flávio Luiz de Oliveira Pinto was born on June 29, 1968 in Rio de Janeiro, Brazil. He has 39 years of dedication to the Brazilian Air Force (FAB), and is a specialist in Logistics and Project Management, Institutional Relations, as well as in the Academic area, having served as an instructor in three military schools in Brazil and one abroad. In addition to the aforementioned specializations, he has a Master's Degree in Security, Defense and Integration, completed at the Institute of Advanced Studies for National Defense (IAEDEN) of Venezuela. He began his career in February 1983, at the Air Cadet Preparatory School (EPCAR), graduating in Aeronautical Sciences in 1989, at the Air Force Academy (AFA). In 1990, he concluded his operational specialization as an attack and transport pilot, flying the Embraer EMB 312 (Tucano) and EMB 110 (Bandeirante) aircraft, being assigned to the 2nd Liaison and Observation Squadron (2nd ELO), at the Naval Air Base of São Pedro da Aldeia. At this Naval Air Base, he had the opportunity to learn and apply, from the beginning of his career, the important concepts of joint operations and interoperability. Outstanding in the academic area, he completed the Air Force Officer Improvement Course in 2000, obtaining 3rd place out of a total of 94 students; and in 2010, he reached the highest rank by completing the Air Force Command and General Staff Course. The Lt. Gen. Flávio served as an instructor at the Air Force Officer Improvement School (EAOAR) and at the Air Force Command and General Staff School (ECEMAR), being responsible for teaching subjects such as Command and Leadership; International Law of Armed Conflicts; and Employment of the Armed Forces in Joint and Combined Operations. He was Student Squadron Commander at the Aeronautics Specialist School (EEAR), a teaching institution dedicated to the training of Air Force NCOs, and was responsible for the training of more than 600 military personnel per year, both men and women. .

He Brigadier General Néstor Zalazar Echauri He entered the Armed Forces in January 1988, being named Air Force Cadet in 1989 and successfully completing his studies, graduating with a Bachelor's Degree in Military Sciences at the “Mariscal Francisco Solano López” Military Academy in 1991. Defense and Aeronautical Attaché at the Embassy of the Republic of Paraguay in the Argentine Republic. Participation in Peace Operations (UNOCI-MINUSTAH). He has more than 30 years of service in the Paraguayan Air Force.

He Pilot Group General Aviator Abel Martínez García  was born on June 10, 1969 – Mexico City. He graduated as Second Lieutenant Pilot Aviator of the Mexican Air Force on September 1, 1990. To date he has 35 years of service. Flight instructor. Deputy Military Attaché at the Mexican Embassy in the USA, serving as Liaison Officer at the US Northern Command, Advisor to the Inter-American Defense Board. Teaching merit. Air Command and Staff Course at the Higher War School. Higher War Course at the Higher War School. Master's Degree in National Security at the Defense College. Twice recipient of second-class faculty merit, for having obtained second places in academic achievement in the Air Command and Staff Course, as well as in the Master's Degree in National Security. He has more than 2,300 flight hours in his military career.

Infantry Colonel Fabio Gomes BarbosaIt was born on September 22, 1976 – Rio de Janeiro. He joined the Army on February 19, 1994 and graduated as Second Lieutenant on November 28, 1998. Training course for Infantry Officers at the Agujas Negras Military Academy (AMAN). Army Command and General Staff Course. Master's Degree in Military Sciences at the Army Command and General Staff School. Master in Military Sciences from the Islamabad Defense University – Pakistan. Commander of the 44th Motorized Infantry Battalion.
